Stressing the values of mutual respect, sovereignty, and trust, Carney outlined Canada's intention to reinstate high commissioners and reopen key dialogues, especially in the areas of law enforcement and transnational cooperation. When asked directly whether the subject of Sikh activist Hardeep Singh Nijjar’s murder came up in his interactions with Indian Prime Minister Narendra Modi, Carney diplomatically pivoted. He instead underscored “the importance of having law enforcement-to-law enforcement dialogue”, suggesting that sensitive matters must be addressed through formal, institutional channels, not public or political confrontation.
